See that old pipe in the ditch with the bitch?  The old gas pipe, replacing that pipe with a larger, newer pipe that can operate at reduced pressure is being unsafe?

Set in the background of the higher cost of NG in the Northeast due to insufficient gas pipeline infrastructure.
