OK,  article says this can be used for the disabled without the ability to speak.  Yeah, that would be good.

But does anyone not think that if this is being released for public use that the (or those) government was had this for years?   ‘Tin-foil Hat Guy’… We’re sorry!  Please show us how to make one of your hats.
