Ice formed at high tide, left behind at low.
Indian Head is fed from fresh water lakes and streams, after the recent storms the water current is running strongly and running water doesn’t freeze. Except on the banks of the river and the shallow lagoons out of the current. 
Ice is trying to form here in the eddy of these rocks…
